ORDERING INFORMATION
ABSTRACT: This document provides the view of Telcordia on generic requirements for the High Probability of Completion (HPC) network capability.
HPC is an essential capability supporting the National Security/Emergency Preparedness (ND/EP) telecommunications requirements of the
Office of the Manager, National Communications System (OMNCS). HPC is intended to provide enhanced probability of call completion to
authorized Government Emergency Telecommunications Service (GETS) users during times of network stress/congestion. HPC provides the
ability to: Set a special Signaling System Number 7 (SS7) indicator (a unique value of the calling party's category parameter) and
carry it through the telecommunications networks within the Initial Address Message (IAM) to identify the call as an NS/EP call;
Provide a higher than normal priority for the SS7 IAM to increase the probability of it being transferred to the next exchange in case
of congestion in the signaling networks; Execute features or services that react to the special value of the calling party's category
parameter to provide special treatment, increasing the probability that NS/EP calls will be completed. Examples include exemptions from
network management controls, trunk group queuing, and HPC call rerouting.
Revision 1 clarifies the original intent, rectifies inaccuracies, and more fully describes the HPC service requirements.
