ABSTRACT: Issue 2 of GR-2981, Quality Program Analysis (QPA) for Telecommunications Engineering or Installation Service Providers, replaces Issue 1, and is a module of FR-INSTALL-19.

GR-2981 identifies the basic elements of a Quality Program Analysis for providers of telecommunications engineering or installation services. Providers of engineering or installation services shall be expected to have such a quality program implemented and documented. These QPA elements embody a means of analyzing the effectiveness of the supplier's quality process. The "services" referred to in this document represent activities in response to placement of a request for engineering or installation services on a supplier by a Telecommunications Carrier (TC). The "Installation Services" referred to in this document may include hardware and/or software requirements that may be performed by the service provider or a subcontractor. The "Engineering Services" referred to in this document relates to a combination of engineering services and associated documentation, as well as any related software requirements involved with the engineering portion of the order.

Issue 2 updates existing requirements, and adds new information and requirements.
