ABSTRACT: Issue 4 of GR-478, Measurements and Data Generation, replaces Issue 3 and its revisions.

This Generic Requirements document (GR) presents the Telcordia Technologies view of proposed generic requirements (referred to hereinafter as "requirements") for the measurements that shall be collected by a Network Element (NE) to help client company personnel maintain, manage, and engineer the network. It addresses the measurements needed to help support the following operations functions: Engineering and Administration, and Network Traffic Management (NTM).

Issue 4 includes criteria for Asynchronous Transfer Mode (ATM) Signaling Vacant Code (SVC) support, and discusses the TDM/ATM Gateway.
