This Generic Requirements (GR) document describes performance requirements for call handling in a local switching system. The service standards discussed are principally blocking and delay requirements that apply to the entire switching system.

The standard performance requirements presented in this document are overall system requirements. They apply to systems with distributed processing and modular architectures, time division and space division switches, and include the effects of any pair-gain techniques. They are functional requirements in that they are independent of whether software, firmware, or hardware is used to implement a function. While many of the requirements are given as probabilities of success or failure, no constraint is imposed on engineering methods.
