ABSTRACT: Federal Communications Commission (FCC) mandates have required certain Local Exchange Carriers (LECs) to offer interconnection to Access Customers (ACs) that would allow ACs to offer various Exchange Access Services in competition with the LECs. The ACs, traditionally, have been the Interexchange Carriers (ICs). However, ACs now include, but are not limited to, ICs, Competitive Access Providers (CAPs), Tandem Switching Providers (TSPs), Enhanced Service Providers (ESPs) and End Users.

This document provides generic requirements for End Office and Access Tandem Stored Program Control switching Systems (SPCS's) that provide the segment of Exchange Access service commonly known as switched access Feature Group D (FGD). This document provides the feature requirements for FGD, including (but not limited to) feature operations, call processing, signaling (multiFrequency), timing, and network management and control, including the availability of trunk-side switched access interconnection to any FGD AC.

Issue 2 addresses a more complex Exchange Access Interconnection environment than has previously existed. The addition of CAPs; TSPs; and in some locations expanded intraLATA toll competition to include ITP, are the drivers for completely reissuing GR-690 at this time.

Revision 1 clarifies the requirements for IntraLATA Toll Presubscription (ITP) to reflect the current environment of exchange access interconnections.
