This Technical Reference (TR) presents the view of Telcordia on generic requirements for the expansion of Carrier Identification Code (CIC) capacity for Feature Group D (FGD). Due to forecasted depletion of CICs, the industry has developed a plan to expand the supply. For FGD, the dialable format 10XXX will become 101XXXX, where the X's are CIC digits, and the complete format is called the Carrier Access Code (CAC).

The leading "101" in the expanded CAC supports a phased transition as described in this TR. The document contains requirements to increase the FGD CIC capacity first from 1000 to 2970 codes, and then from 2970 to 10,000 codes.
